Because I did not file taxes last year (even though I had tax forms), I left this field blank. TaxAct still let me submit the e-file, but it was quickly rejected by the IRS.

Although this return has been rejected by the Internal Revenue Service, it can still be filed electronically. To correct these errors, return to the TaxAct program and follow the instructions in the error text above. Repeat the filing step to re-transmit the return to TaxAct.


Based on this rule, I checked the IRS website. This code means: Self-Select PIN/AGI Mismatch. The official explanation is here:

Special Instructions to Validate Your 2021 Electronic Tax Return

If your 2020 tax return has not yet been processed, enter $0(zero dollars) for your prior year adjusted gross income (AGI) .

If you used the Non-Filers tool in 2021 to register for an advance Child Tax Credit payment or third Economic Impact Payment in 2021, enter $1 as your prior year AGI.


Based on this wording, if you did not file taxes last year, whether this is your first time filing this year or you simply forgot to file last year, you should enter 0 for AGI. I then created a new e-file submission in TaxAct, and there was no extra fee. It went through successfully the next day.

How to enter prior-year AGI

There are a few scenarios:

  • If you filed taxes last year: per IRS requirements, check the IRS website for your tax return type and which line shows this income amount.
  • If you did not file taxes last year: simply enter 0 (including if you are filing for the first time this year; if you had tax forms last year but forgot to file; or if you filed late and the IRS has not processed it yet).
