According to US Credit Card Guide, the online public 80,000 public offer for the Chase Sapphire Preferred appears to be exempt from the 5/24 rule. In other words, even if you have opened more than 5 new credit cards in the past 24 months, you may still be approved for this card, whereas the system would normally auto-deny the application. There are already quite a few successful data points, which suggests this policy is clearly not being enforced strictly. Of course, if you are denied, it could still be because your credit score is not strong enough, or because Chase cannot approve you for a credit line above $5,000.

In addition, based on DP, some people have also been able to get around 5/24 by applying through a refer link, so that may be worth trying as well.
