Since Singapore launched the Vaccinated Travel Lane (VTL) in 2021, residents of many countries have effectively been able to enter Singapore without quarantine. Singapore later kept expanding the list of countries eligible for the VTL. Today (March 23), with Singapore's Omicron wave having passed its peak, Prime Minister Lee Hsien Loong announced a series of relaxed COVID measures, and the VTL will effectively be scrapped. No matter where you are coming from, as long as you are vaccinated, you can fly to Singapore on any flight.
New rules

Eligibility: fully vaccinated, or age 12 or younger
Documents required for boarding: verifiable proof of vaccination with a QR code, or an official government-issued vaccination certificate
Depending on your specific situation, you may still need to take a COVID test before departure and submit proof of the result. See the link above for the detailed requirements.
Visa requirements
Singapore's entry visa requirements remain unchanged. If you are only transiting, the 96-hour visa-free transit entry policy is still valid.
What can you use this for?
During the pandemic, Singapore has been a common place to apply for a U.S. visa. If you need to renew a visa abroad, Singapore may be an option to consider. For travelers going from North America to Southeast Asia, Singapore is also a common transit point. With the VTL requirement being eliminated, you can book any flight to Singapore, which is a very positive change for anyone passing through Singapore.
