[Update] PayPal sent out another wave of emails yesterday. It seems that people who received this round of emails were generally able to register successfully; one of my own secondary accounts was able to enroll.

[Below is the 101 News Flash from September 10, 2020]

A family member’s PayPal account received this offer. The email said:

  • Subject: KUKU, Long time no see. Here’s a $10 reward for you!
  • By 09/30, spend $5, and your next PayPal purchase will automatically get $10 off
  • Limited to first 95,065 to save offer. Expires 9/30/2020. Terms apply

This offer is pretty mysterious: even if you received the email, you still might not be able to register. Based on the email subject line, it was likely targeted at users who have not used PayPal for a long time. If you do register successfully and do not have anything to buy, you could consider using PayPal Key or making a small QR code payment to trigger it.
