There are two good Google Pay offers right now: spend $25 at Walgreens and get $10 back, and spend $40 at eGifter and get $10 back. I suggest enrolling first before using them.
Neither offer requires you to pay through Google Pay; you only need the matching card added in Google Pay.

Walgreens
Walgreens’ offer expires on Dec. 31. You need a single transaction of $25 or more with a card enrolled in Google Pay (you do not need to pay using Google Pay; card payment is enough) to receive $10 cash back. The terms say Walgreens states gift cards cannot be purchased, but it has not been verified in real usage (personally, I guess it may be possible—I’m not sure if it could be reversed, so feel free to test it if you’re interested).
In-store spending is required
eGifter
eGifter is a gift card site, and some gift cards have extra discounts. However, although Amazon and Walmart are listed there, they are not available for purchase.
After adding the offer, a promo code appears. You need to enter it at checkout on eGifter. There is no need to pay with Google Pay; any payment method can activate this offer.
