Open it and have the barcode scanned at checkout during an in-store purchase at Walmart. You do not need to buy any Revlon products to use the $3 discount.
Each phone number can claim this once, so this could be useful if you have multiple numbers. It seems Google Voice numbers may not work, but you can try whatever phone numbers you have on hand.
