HOLLYWOOD, Florida — Federal agents on Wednesday arrested two Chinese nationals accused of participating in a retail fraud scheme targeting Target that has caused $4.6 million in losses since 2022.

28-year-old Migui Li and 20-year-old Ziyu Zhao are accused of manipulating HTML code on Target’s website to obtain price-difference gift cards, then shipping the fraudulently obtained electronics to China. The two allegedly caused about $94,000 in losses personally. Put simply, the method involved altering what was displayed on the front end of the webpage, showing it to Target Customer Service, and then getting an on-the-spot Price Match. Agents arrested the two at a FedEx store while they were shipping packages, including Switch game consoles, to Hong Kong. Both are charged with conspiracy to commit mail fraud and wire fraud.
