At present, most overseas students still choose to remain where they are. At the same time, considering that some students abroad—especially minor children studying overseas—are facing practical difficulties that they cannot resolve and need to return to China, the relevant authorities in China are actively considering corresponding arrangements, including temporary flights and charter flights, in a gradual and orderly manner for students in countries with severe outbreaks who are in genuine difficulty and urgently need to return to China. In order to properly arrange the relevant matters, and after consultation between the Chinese Embassy in the United States and the Consulates General, a preliminary survey is now being conducted regarding interest in taking temporary charter flights. The relevant details are as follows:

I. Arrangement principles: In accordance with the principles of openness, transparency, and fairness, registration will first be opened to eligible primary and secondary school students across the United States. If temporary flights and charter flights are arranged, then based on available air transport capacity, priority will be given to younger students, with registrants ranked from youngest to oldest, in keeping with the principle of protecting the most vulnerable.

II. Conditions and requirements

(1) Primary and secondary school students studying in the United States on a long-term or short-term basis who are under 18 years old (as of the registration date) and whose parents are not accompanying them.

(2) Airfare and quarantine expenses after returning to China must be paid by the traveler.

(3) Travelers must voluntarily assume all possible risks during the return trip and comply with all quarantine arrangements during boarding and after arrival at the destination.

(4) Other persons, including guardians, may not accompany the flight, except for the minor student passengers themselves.

III. Students who meet the above conditions are requested to log in through the WeChat link as soon as possible and fill out the Registration Form for Minor Chinese Students in the U.S. Wishing to Return to China on Temporary Charter Flights. The deadline is 6:00 PM Eastern Time on April 6, 2020 (6:00 AM Beijing Time on April 7).
