According to Cathay Pacific's official website, starting on May 1, Cathay Pacific and Dragonair flights to most countries will remove fuel surcharges (Fuel Surcharge). However, routes to Japan and the Philippines will keep the same fuel surcharge as before.
This is a huge win for Cathay Miles. With AA continuing to devalue and locking accounts like crazy, after Cathay Pacific eliminates fuel surcharges, CX miles become a great alternative.
