Bilt has recently sent out another round of targeted 10,000-point welcome offers (requires spending $1,000 within 90 days). To be targeted, you need to have registered a Bilt account, but for people who had not previously applied for the card or whose application was unsuccessful, the welcome offer was sent by email, as shown below:
